Steve Goodman has a BA (Hons) Psychology from Hull University, an MA in Social Work and a Masters in Business Administration from Leicester University. He has had extensive experience in the field of social care and began his career in Leicestershire, originally as a front-line social worker and then in a range of managerial and strategic roles. Whilst there he played an integral part in the development of the county’s child-care strategy which improved support to families and resulted in a significant reduction in the care population. In 2001 Steve joined the London Borough of Hackney first as Assistant Director for Community Care then in 2004 became Assistant Director for Children's Social Care and from 2006 as Deputy Director, Children and Young People’s Services. Whilst in Hackney Steve developed the service to ensure an excellent level of provision to Hackney’s children and families. Alongside colleagues, Steve designed and led the introduction of Reclaiming Social Work, an ambitious and ground breaking transformation of Children’s Social Care. Whilst in Hackney, Steve chaired the local Safeguarding Board, the YOT Board and the Domestic Violence Board. He also sat on the Scientific Advisory Board of the National Academy of Parenting Research.


Steve works closely with the Institute of Family Therapy developing courses designed to support social workers applying systemic approaches in the child protection context. Along with other Directors Steve is working closely with a number of English authorities as well as some in Scotland and Wales all of whom are improving the quality of their social work service. Many ideas around the Reclaiming model are being developed in partnership with these authorities. Steve along with Isabelle has recently taken the Reclaiming ideas to Australia where he has been working with South Australia and New South Wales – both states are exploring implementing aspects of the reclaiming model. Most recently Steve has been working with Frontline developing the social work equivalent of Teach First.

Mary Jackson has had over fifteen years experience in the fields of recruitment and communications at both operational and strategic levels. Having head hunted and recruited staff across the charity sector, she joined Steve and Isabelle in Hackney in 2006 as they were developing the concept of Reclaiming Social Work.

Initially focussing on recruitment, she played an integral part in developing a recruitment and selection strategy to attract and retain high calibre staff. She then went on to project manage the embedding of Reclaiming Social Work.

Mary is adept at tailoring both internal and external communications to best fit the tone of an organisation and has a good understanding of Children’s Social Care and the importance of the interface between professional services and the corporate centre. She is driven by the idea of improving the reputation, conditions and training of Social Workers in the UK.

Isabelle Trowler qualified as a social worker from the London School of Economics & Political Science in 1996 and since then has worked within the voluntary and statutory sectors both in education and social care settings. She has worked in a variety of roles - from a front-line practitioner to commissioner of children’s services and spent over ten years as a senior manager with the Royal Borough of Kensington and Chelsea and the London Borough of Hackney.


Since 2006, initially as the Assistant Director of Children's Social Care in Hackney and more recently as a Director of Morning Lane, Isabelle has been heavily immersed in the design, development and implementation of the innovative and unprecedented model of service delivery - Reclaiming Social Work. In 2011 Isabelle was seconded to the Department for Education as an Advisor to the Munro Independent Review of Child Protection and assisted the Government with its response to the Review’s recommendations. Isabelle is currently a Member of:- the Department of Education's Child Care Policy Sounding Board; the working group on family breakdown at the Centre for Social Justice and the Children's Faculty Board for the College of Social Work. She is also the Lead Director of Morning Lane for a number of authorities across England & Scotland, supporting programmes of review & redesign.
